José Octaviano Pires, was born in Santa Cruz, Ilhas, Goa. He proceeded for his further studies in Poona and later at the medical college of Grant in Bombay. In 1871, he completed his further studies in London and became a member of the College of Surgeons of England. He returned to India and was posted in Madras where he worked with the Railways.
