Constancio Roque da Costa was born in Margao, Goa on 28 Oct 1784. He was the son of Bernardo Francisco da Costa and D Thereza Angelina Barreto. Constancio Roque Da Costa was a highly educated and fearless lawyer, from the courts of Ilhas and Salcete, He was also at times a councilor, and president of the former senate of the city. He won the provincial elections in 1822 and 1827 in the election of deputies. He later went to Mozambique and then to Brazil.
On January 16, 1823, Constancio Roque da Costa was in the capital of Brasil and later in Lisbon. He tirelessly pursued the interest of the constituents in Goa. He left Lisbon for Goa in August 1824 and arrived here at the beginning of the following year 1825. He held the position of assistant to the agricultural stewardship, which he held until 1834. In 1835 due to different circumstances, he moved to Daman. he missed being in Goa and was overwhelmed by heartbreak for being far from his homeland and family both of whom he loved very much. He soon passed away at the age of 52 on Dec 31, 1836.
