Claudino Augusto Carneiro de Souza e Faro was born on July 18, 1840 in Goa. He was the son of the colonel of the artillery and the acting director, Bernardo Carneiro de Souza e Faro and D Maria Rita Correa Mendes Carneiro and grandchild of the General and Commander, José Dionisio Carneiro de Souza e Faro who was of European descent. He studied at the National Lyceu and achieved a distinction. he was a student of Physics and Chemistry and went on to further study Engineering at the School of Mathematics in Goa. In January 1870 he went to Portugal on a two-year leave to improve his studies and was promoted to First lieutenant; and in the year of 1873 was dispatched as captain and director of public works of Angola by decree of February left for there on June 5.
