Ignacio Caetano Xavier was born in Panjim, Ilhas, Goa with family origins from Loutulim, Salcete, Goa. He worked in the department of the Fazenda Board which was presided by the Governor General. He was sent to Bombay and other locations for studies which he excelled in and received many awards. His studies and travels were authorised by a royal decree of August 14, 1865.
