Pedro Celestino Miguel Soares was born in Margao, Salcete, Goa. He graduated in law in 1846 and was posted as the secretary of the government of Sao Thome and Principe on December 18, 1882. He was also the delegate of the royal prosecutor on the island of S Thome and Principe. He passed away soon after his posting.
