Pio Francisco Lobo was born in Bastora, Bardez, Goa. He earned a bachelor’s degree in law from the University of Coimbra. He graduated in the faculties of Philosophy and law and was dispatched as a delegate of the royal Prosecutor to the island of Flores in September 1847. He served as a magistrate of Law in many counties across Portugal
